The Lord is spawned through a miniboss chain: killing the right spiroc trash calls up the Spiroc Guardian and then the Lord. The island respawns fast, so once you have the pattern down it is one of the better farm spots in the plane.
Heavy knockback from the Lord and Dark-Terror-style knockbacks from the trash. Tank with your back toward the island center so a launch does not become a fall to East Freeport.
