Part 1: Start with Runethar Hamest

Hail Runethar Hamest in the Temple of Thunder in South Qeynos.
Tell him you follow Karana and wish to help Lord Bayle.

Part 2: The Bayle List

Go to Surefall Glade and find Frenway Marthank for the Bayle List.
Get Bayle List II: either kill Mammoth (a grizzly bear in Surefall) and loot it, or hand Mammoth a Regurgitonic.

Part 3: Thunder Staff and turn in

Get the Thunder Staff from Drosco the Zombie (the good version).
Return the Thunder Staff and Bayle List II to Runethar Hamest for the Bonethunder Staff.
